AUv3 vocoder with which you can use anything as carrier and anything as modulator?
Title really.
I’ve been spoiled by the endless possibilities of Windows DAWs and plugins, honestly, but perhaps this is one of those wonderful cases where iOS manages to surprise me in a good way.

Very cool. So, literally any audio can be used for either? Live or pre-recorded? I do happen to have Drambo, so I’ll try it anyway when I get a chance..
You will need to repatch it a little. As downloaded, it has a built-in synth as the carrier. You need to patch in a different audio source to use as the carrier.
is the app stable? i heard it is prone to crashing alot

Super easy. Just tried it. Swap audio input for whatever you want modulation source to be and reconnect Input Hpf to it
Delete both carriers and swap in whatever you want your new carrier to be and reconnect mixer to that.
Can be literally anything you want, live input, another auv3 app or pre-recorded (you can use flexi sampler module to play stuff back).
I’d be cautious about drawing conclusions random App Store reviews. While I don’t own it, I’ve mostly read good things about it here.
Can you route 2 different sources to a single instance of an Auv3 effect? (Can’t think how you’d manage it in a ‘standard’ interface like AUM… 🤔)
There are multi-in/out AUv3.
Matrix vocoder and DerVoco aren’t multi-in/out but can use the left channel and right channel as modulator and carrier respectively.
The way you do it in AUM is to pan one source hard left, the other hard right and then put both on the same bus. See screenshot for illustration:

Though, generally speaking, aside from this ‘exploiting stereo channels’ workaround, AUV3 apps/fx are more-or-less one (stereo) input per instance?
Not really designed to accommodate interactive multi-inputs (a la vocoders, ring modulators, side-chaining, etc.) without hacks?
Generally-speaking, there are quite a lot of multi-in/out AUv3. Do you mean vocoder AUv3 in particular?
I totally forgot that the KQ Voice Plugins bundle has a vocoder -- and you don't need to do the left/right hack. It has plugins, one that you insert as an effect on the carrier signal and another that you insert on the modulator signal.
For example, if using voice to modulate guitar, you use the Vocoder Input plugin at the end of your guitar effects chain. Add the Vocoder plugin (not vocoder input) on the vocal track. It works pretty well with minimal fuss.
