Is there a free manual notation app?
I was hoping to find an app that would allow me to quickly enter notes on a staff. Doesn't have to be super sophisticated but hopefully would allow basic things like different note values and ties, time signature, legato etc..

Notion Mobile is also free.
That’s where I would start… it’s a free app with an In App Purchase upgrade to recognize handwriting.
Notion Mobile is made available from the Presonus Audio Electronics company to encourage the sale of their audio hardware products. It’s been out since 2014 so it’s stable and has regular updates.
There are many smaller developer products and if they are free you could try several to see which scratches that itch.

I have Notion Mobile and I like it quite a bit. I haven't tried Dorico on iPad, but I have on PC, so can't compare. If you do decide to try out Notion, I recommend watching some of their videos, which go a long way to explain how to use the interface.
