If you own it on iPadOS/iOS the desktop version won't be charged to you. Check your receipt.
When you make a purchase of an app that is actually multi-platform (and not a separate purchase), it will look like you're buying it again, but then you get a second pop-up after you buy that says you already bought it and the download is free.

Are you in the United States? If not, it could have something to do with local import taxes and regulations?

Well, it's true for the US. I cannot speak for Canadian regulations or taxes. But it's good that you noted the difference.

Here is the summary:
Universal Purchase: Fizzica, Smash, Punchlab and Phazer
Separate Purchase: Drumkit, Medusa, Alteza, Bandit, Transient, Maxima, Chorus
Only iOS: Envolver
I’m definitely targeting Universal Purchase, and I’ll replace the macOS version in future updates. However, it will, of course, take time, as it’s not trivial, especially when you want to make a proper port that runs on Intel, for example. You can still buy the macOS version to support me, or wait for the future update.
Transient is a separate purchase. If you thought it was universal, you can request a refund, or I’d be happy to offer you a promo code for one of my apps, as I believe you've been a long-time supporter of my work.

FWIW all, on my Mac I had to authenticate and hit the "buy" button and even got the new dialogue that I'm "purchasing a license" or whatever, but then it said I get it for free since I owned a previous version. So it makes you think you need to pay but then you don't, an app store quirk I'm sure we've all seen before.
No, you have it wrong unfortunately. The developer just confirmed. I appreciate you trying to help but please do edit your response as it might cost others (or the developer).

He said Transient is a separate purchase. I’m telling you right here and now that I only owned the iPadOS FAC Phazer and the desktop update for me was free.
Our discussion was regarding FAC Transient. You listed it as a universal purchase but it is not, it is a separate purchase. Same with FAC Chorus. All you need to do is edit your original response to take those two out of your universal list. No biggie.
I really hope you get 3 times the revenue to justify the extra work.

Even if I edited my original post, it has been quoted a number of times so it would change nothing. A person should refer to FAC's post regrading the matter or read the full thread to be fully informed.
Some people don't read all the way down, so yours is the first post they will see. Some will read it and act on it, so it makes sense to edit it. Or you could ask mods to delete it and to delete the posts quoting it. Understandable that someone who followed your advice and lost money as a result asks you to change it.

I agree with this.
Just grabbed Fizzica and Smash to round out the entire collection for me and say thanks for the constant improvements and updates, on top of offering a stellar product suite out the gate. Next to Koala, FAC Drumkit was the first app that really opened my eyes up to how people can make electronic music on a screen.
Phazer makes me wish I had a guitar, combined with Alteza and some synths it makes for some dreamy bliss very quickly.
