The short version is that all “adjust” actions have save/restore subactions . If you want recording a loop to set the tempo you need to reset the tempo first. To have different clips behave as you describe you set the following schema for each clip:
Recording:
The save tempo would probably be in an end initial record follow action
Playing:
The clock alignment might be done in a play follow action

Couldn't you just set time-stretch, phase lock, and play quantization off for each loop?
I tried this with imported loops with different tempos and it seemed to work.
That is fine if you don’t need the to sync with anything. But if you running drum machines or anything tempo-synched, you need the tempo to switch.
They are not syncing to anything.
All I want to do is record a 4 bar count in click for 20 songs.
Tried turning of phase lock and play quantization.
Each clip follow still clock.
Still unclear if it matters to do this for record or playback settings.

Did you look at the project i uploaded to see how it saves and restores tempo? You can adapt the actions to whatever workflow you like . Depending on your workflow. They might not be in follow actions.
