I don't think any apps, including GarageBand, are allowed to write to the library.
For some reason, I am not seeing Garage Band in my list of recording apps in AudioBus? Even though it is installed on the iPads
As mentioned in the other post, I suspect you still have an older version of Garageband installed for some reason.
