0ff the top of your head, the cool new music apps that are iOS 18.0 and-above only
Some have gotten past me, because I’ve frozen the device on 16.6 in order to keep alive old favorites.
Now I am considering the update to 18.x
I know I was bummed because I didn’t have access to new stuff…items which I can’t recall now.
(I’ve also missed out on updates)

As I was typing this up, I almost shamelessly plugged a music app that's rated age 18 (17 in some countries)
Then I re-read the title...
One of my eyebrows just went up involuntarily. Interesting. Tho I did change the heading for clarity but

The ring modulator thing. It’s got an 18+ rating not for the content, but for the 'grossly offensive' levels of amplitude it can push

Apple won’t let us return to prior IOS versions so I think the perfect strategy is to freeze an iPad on a release as the OP has done and purchase a newer iPad to gain access to newer apps while your current iPad maintains the connections (and re-download capability) going forward.
Of course, such a strategy requires a lot of discretionary capital. Still… I regret not haven’t an iPad that can still use Roland Sound Canvas and other apps that the maker has stopped upgrading.
But to honor the request I will scan some recent app purchases that fit the OP’s request for advice. This may take a while… “I’ll be back.” “Hasta la vista, baby”. I will try to “pump you up”.
UPDATE: I give up… I can’t find an app that’s IOS 18 or later. I looked though my purchased list and check on the “Compatibility: Works with” drop down.
So, I listed out all the @ninobeatz threads that announce new releases and again anything I would recommend runs on IOS versions ranging from 12 to 15 at a minimum.

And you can also use this to search for apps that for instance start from iOS 12 by changing the 18 in the search prompt to 12. But you have to reselect music (or any other category) in the dropdown menu just above the apps.
