Is dispersion an ultra-niche effect on the desktop? (as in the all-pass filter effect)

I've recently experienced what I'd consider the largest divide between iOS and the desktop yet.
It was almost like a culture shock for me, and even from folks who sometimes mention things like Phase Plant.

I'd like to understand the situation better... Are you familiar with something like Disperser on the desktop, and if so, how are you using it? Are you more into the zappy side of things, or to lure out the low end? Or maybe you're using it for peak reduction?
