There must be a hell of a lot going on under the hood with this being iPad only.
Tbh I feel that's likely just an oversight. The dev's previous releases were iPad only, because the UIs were more complex. Maybe with this he just forgot to adjust the settings when submitting the app? You could email him to request enabling iPhone downloads too
