Any synth that has an arp with a LFO speed adjustment. Synthmaster One, AudioKit Synth One, and Z3TA+ are a couple. There's also arp appslike StepPolyArp, BLEASS Arpeggiator, and Arpbud 2.
Ozric Tentacles does this a lot in their music. They used mainly a Sequential Pro-one synth and later a Novation Supernova 2. Example:
Definitely Drambo - even if you are not interested in modular synthesis, just the sequencer is great: Step recording, piano roll, pads....

As for synths Yonac Magellan 2 has a built in sequencer that supports step recording.

These have good implementation of what you’re trying to do. My ENSONIQ ESQ-1 had step recording and I used it all the time for basslines and arps.

Both Prism and MidiSteps aren't available anymore.
But Drambo's sequencer has evolved so much in the meantime that I'm happy using it almost exclusively now, also because of great MIDI controller support with LED feedback.
Both Prism and MidiSteps are in the US App Store.
BTW what the OP video is showing is a function that some hardware had where you could place its internal sequencer in record mode while it is stopped, set the note duration and then enter the notes on the keyboard manually. The sequencer would step forward once with every note entered. There also would often be a skip function to place a rest. This is as opposed to playing notes in with the sequencer running or using an arp. It’s not something that many iOS apps have.

There are two apps, midiSTEPs by Art Kerns and MidiStep by 4Pockets, which can be confused! The 4Pockets app is more complex. Both are great apps..
Just hit Record without hitting Play and do what the guy did in the video you posted.

is there a way to change the length of each step; for step recording ?
Sand has a scaling bug on an iphone.
When I open a synth in landscape and use the build in keyboard it just covers the synth.
Been a while now, since before last update.
Not as far as I know as each step is tied to the speed of the clip, if you set clip-speed to 1/2 each step will be 1/8 note instead of 1/16th note (so the 16 steps will in effect be 2 bars of 1/8 notes).
If 1/16th note timing is still desired use the tie function to stretch one note to cover more than one step.
You can hit the "Rst/Tie" button while still holding a key or chord to increase note length.
Like in some classic hardware sequencers 😊
Developer doesn't have a permanent home address (traveling iirc?) and EU Apple Store doesn't like that, and dev has been trying to find a workaround since the issue arose
