Gun Control: A call for proposals

Warning - The following is an entirely fictitious scenario intended to generate some creative thinking and productive discussion.

Gun violence has reached epic proportions. The government has finally decided to do something about it. It has been proposed that all guns be confiscated. Nobody is allowed to own a gun. It has gone so far as to consider repealing the Second Amendment. That's not unrealistic. We have repealed amendments in the past. At this time, it's only a rough framework. However, it has been agreed that it will happen in 2 phases.

Phase 2 requires all law-abiding, legal gun owners to turn in their guns through a federally funded buyback program. Gun dealers are required by law to keep meticulous detailed records of who bought what and when, so it will be easy to find and contact those people, and confiscate their guns.

Phase 1 requires that all illegally owned guns are to be confiscated first. This is so that law-abiding citizens are not in danger of being killed by non law-abiding citizens with guns. It is a 2 step process.

Step 1 - Find the guns.
Step 2 - Confiscate the guns.

You, dear reader, have personally been given the assignment of proposing a specific plan to make that happen.

NOTE: Arguing that Phase 2 by itself as a "good start" is not a serious argument.
Your proposal must eliminate ALL guns.

  • Vice versa wouldn't work. You can only use a bullet once.

    They either run out of supply as they are used or become far too expensive on the black market to actually fire. You don't need to confiscate them, just encourage their use to reduce supply. Introduce a national "Fire at the sky if you can afford it" day.

    Actually, you can use a bullet more than once. You can use the brass many times. I was a competition shooter for many years and started reloading early to make it more affordable. We did Cowboy Action shooting. My wife and I would go through 200 rounds of 38s in a single day. When I shot IDPA matches, I would easily do 100 rounds of 45. My reloads were as good, or better than off-the-shelf.
