Entry-level iPad for music... which model?
I am thinking about getting a second iPad, so my son can use it to start learning music apps. What is the absolute least expensive model you would consider for this?
On eBay, looks like 32 GB Mini 2's go for around $250, 32 GB Air 1's go for around $300, and 64 GB Mini 3's go for around $350. All more than I want to spend. Could I get away with even older models and still run iOS 9, GarageBand, some IAA synths?

I saw that... I'm clicking through the site but most of their models are sold out. Reflecting back on where I started my iPad music journey... I was able to get a lot done on an iPad 3. Maybe I'll start there. Going back to the 30-pin may be a pain though.
You can get factory refurbished with full warranty from the Apple Store. They are a little cheaper than regular price, but not huge discounts.
I believe the general consensus to be that the iPad 3 isn't the ideal model for music making.
IPad Air or iPad mini 2, iPad 2 and 3 are getting really old, good if you have it and wish to keep it but i wouldnt pay for one now even if it is cheap.
The mini 2 is on par with Air 1 and absolutely capable IMO.
I just sold my iPad 3 and picked up an Air 2. The iPad 3 worked just fine with Auria. I'm not sure what all your kid is going to do, but I'd be willing to bet that unless he's a pretty sophisticated music maker, it would be fine. I don't think people here are taking into account the fact that he's probably not going to be running multiple apps through each other in any great number, or be pushing the limits of a DAW. He's going to be mucking around.
The one issue of course is the 30 pin interface. If you have buy another interface for it, then there goes your savings.

Have you checked your local craigslist? I'd stick with 4+.
I got a 4th gen as a cheaper 2nd iPad, after my original Air 1, and it works fine for music stuff. I can run a sane number of multiple apps in Audiobus. I think it will still be in the game for a couple years. Even if it got abandoned tomorrow, there is so much awesome, creative software that works on it, it would be great for any musician getting interested in electronic music. It was $200 used off eBay.
That being said there is a noticeable performance difference between the Air and the 4th gen. More apps are being updated to use the 64bit processor. I can get lower latency out of it before things start crackling. Doesn't matter for sequencing, but matters a lot for using it as a percussion module, or a live guitar effect.
I'd look for a 4 for your kid. Could always sell it and get a faster one if he really gets into it, down the line. The smaller screen of the mini would be hard for denser UI's (I'd guess about half the music apps out there would suffer), but it is more portable, if he's interested in taking it everywhere, and doesn't have big hands. 32gb would leave room for a medium sized music collection and a generous amount of apps. 16 would probably only work for if there's no music collection, and def no movies.
I would never buy an iPad from ebay or CL. That's me. Personally.
I've bought a good deal of studio music gear off ebay and several used musical instruments via CL. But, in each case I have checked out the seller very carefully. But I would not buy a used computer or iPad or monitor etc. from ebay. The stories of bricks arriving in boxes has put me off that. Of course, when I thought I'd bricked my iPad recently, I could have wrapped in cement and sold it as a brick. That would have surprised someone
IMO - lowest possible choice at the moment is a mini 2 16GB. Lowest sensible choice for any music production where you are going to add a decent number of apps and also record to the device: mini 2 32GB. Comfort: mini 2 64GB. If you want the bigger real estate, same but with an Air.
