I've recently wondered (lusted for) the same after watching their release video. Maybe @midiSequencer?
Not MIDI and doesn't quite have the same reset-to-1 set up but Sector does allow for randomizing most sectors but not others by including the sequencer. Can always lock the 1, for instance by sequencing it at 100%.
SectorMIDI: 4 monophonic, scale-lockable MIDI step sequencers where the current pitch and amplitude effects are instead mappable to different CCs (or velocity or pitchbend or...). Pretty please for a slot on the proverbial list @j_liljedahl.

It already has this feature not saying it as good as the Social Entropy Engine but it not bad. In midiSequencer
under each vertical slider is a grey solid circle press that to bring up the Steps options for each step you can set %note probability , % of swing % chance to humanise step this step, % Range of notes to humanise, % Range of velocity to humanise that just some of the stuff it can do way more.

Sector really needs link is my mantra.
You can achieve some interesting results with Patterning. It can trigger notes in random order, and you can also set probability for every note that has velocity. Turning on pattern rotation makes your beat sound even more weird
@hacked_to_pieces mIdiSEquencer does wonderful randomization features but it's not quite the same. did you check out the linked video? It's a lot simpler than the mS engine—it's more like the beat step pro if you're familiar with it where you set probability for the entire pattern, not per step. But then, when you chain patterns it will always play the original note in step one, grounding the whole thing. mS can totally lose the one with all of its per-step power. Not complaining, I love it and use it regularly. It's just different.
In a lot of ways, Sector really is already a lot more advanced in this realm. It allows you to lock any step so that you can randomize around your key notes or groove or whatever, not just the measure's downbeat.

An app like this would be cool! Then we just need something to sort out all these iOS midi problems... Some sort of vehicle everyone can just jump on... like a train... or bus, or something.
