If the driver CD says win98 then I bet the router doesn't even support WPA2 encryption, right?
I would never want to go without WPA2 encryption at least.
You can get second-hand WiFi routers with WPA2 support for around $20, so there's no reason to waste time, nor toy around with low-bandwidth hardware.
If you have connection issues, make sure you double-check for the correct WiFi password, that you're close enough to the router and enable DHCP on both the iPad and the router. Also make sure there is no static IP configuration overwriting the ip, dns and gateway information from the dhcp lease.
You must try it on a different wifi system, not the one you have at home, and report back with the results.
Also, who is your Internet Service Provider – the people that regularly charge you for going on the internet.
Does it Airdrop between devices?
Did you get out of the geographic reach of the router and restart then come home and retry?

@Cib as has been repeatedly suggested by others. Go to another wifi Network and see if it connects. I have a feeling nothing is wrong with the iPad. Also. You get routers as cheap as 20-30$ now. And they'd all be Better than what you currently have.

What I have at home is a several years old BT Home Hub (going into the separate fibre modem), which, while very stable in itself has limitations when we have lots of people round at once – not all can get on, as the wireless is all allocated. Of all the BT gear, this one is the most satisfactory and nearly never misbehaves, so I’ve never changed it for a more modern version.
I also have a separate Apple AirPort Extreme, which connects to the gigabyte ethernet of the Home Hub, giving me yet another, separate, wifi. The AirPort Extreme can handle a lot more simultaneous users, and handles any overflow.
In fact, the Apple AirPort Extreme I had on there all this time decided to become dead, either last year or early this year I can’t remember. It was quite an older generation AirPort Extreme (the first of the gigabit Ethernet, 2.4GHz or 5GHz not both), so I found another newer model which looks the same (flat square white box with patented round corners) in a CeX shop for a very low price, as even this newer model itself is quite old in real terms. Now I’ve got the separate secondary Wi-fi doing 2.4GHz and 5GHz simultaneously (like my BT Homehub, but as a different ID in the Wi-fi list) and the option of guest network access (which I’ve never used), and the old AirPort Extreme is retired in the attic (the fault turned out to be only the separate power supply), next to an old retired Airport Express (which worked very well as a AirPlay target, by the way, and the 3.5mm stereo audio jack is also an optical jack – it’s just that as I now have an Apple TV 4, I don’t need it for that).
Essentially, if you’re stuck with a piece of shit Wi-fi router from an internet service provider and you don’t know how to set up another different one, you could always leave it in place, and connect a secondhand Apple AirPort Extreme to an available Ethernet socket on the ISP’s crap Wi-fi router, giving you an equivalent and better separate Wi-fi provision. Since Apple stopped doing Airports, they’ve become quite cheap on the secondhand market, and the Airport app still works fine for setting them up.
I just tried that also with my new Ultra HD TV and no problem as well.
Mhhh.....i might try it later with a McDonald´s hotspot to see if that works.
Like i said, i´m not a fan of replacing things which still works with everything else.
But i do like the feel of this iPad so far. Would be refreshing to use between mac and iPhone.

I also suggest to check out other WiFi connections.
If you not doing so far I suggest also to reset your Network settings on your iPad.

In my case my router was only giving me below 30% of my total speed on my wireless devices. (91mbps instead of my full 300mbps.) So replacing it improved my overall quality of life massively.
So thank´s again to all here....i just bought a new router today and.......now it works indeed!
I must say Zeeon and Model D are much more fun on an iPad.
Also nice that i can download BM3 for free since i downloaded it via i-tunes when there was the free offer for some days.
So i have a fresh DAW to work with and test if i can get a track together with iOS apps.
Also a great way to start minimal and just focus on a few apps rather than downloading the whole bunch.
I suggest you to check other WiFi connections and you can reset your Network settings on your iPad also.
