The only rule is that there can be no preset loops or anything like that.

If i have ti pick an app that can be used on its own, without using any other apps for setup (producing loops) then Gadget.
If I am allowed to use other apps to make loops first then Launchpad.
If i am allowed to use other apps in conjunction then modStep.
What about adding non looping samples? So many rules!

Auria, because I've made 30 -odd tracks with it. No other app on my iPad has seen as much action. I could probably get by with just Auria, a guitar and a mic, but it's nice having all the other toys as well.
I also applied the unmentioned rule about it being a music app. otherwise my answers would have been very different LOL

Oh yah, tru tru... Hmmm, well then lets see, assuming maximum rulez... Single music app, can't add anything external to it via AB or IAA, itunes, ifunbox, lightning cable, or external hardware or even lets say microphone input, screen set completely dark, volume all the way down...
Is it allowed to be connected to the internet ?

Then Gadget. Which is kind of cheating though given that it costs around $300 for all the iap.

In principle I agree with this, especially when one puts on the accountant's green visor and tots up moments of pleasure force-multiplied by a mean ratio of completion and investment in archived future-proofed opportunities, however in light of fun as understood by my hind brain (which is largely front and center)...
