Can you do online chat with Apple? If so, I’ve always found them very helpful.
I love, oh don’t say bad things about Apple, we are talking about the company that can’t get iTunes or even the AppStore sorted out, iMazing is amazing in comparison a third party product. @Gavinski my advice in the future find a third party solution that works and you know how it works, in the meantime I hope you get your books back.
I've used iCloud without any issues. Never ventured onto the paid tier.
I use the Documents app https://readdle.com/documents for a lot of pdf stuff these days. Works great for a bunch of different media items. They have a lot of other bits as well, but I just use it for it's document abilities and it's been great. It's very clear where my files are located and it's very easy to manage them.
I know it doesn't solve your right now problem, but I'd also recommend Documents by Readdle for storing PDFs etc. It's absolutely superb. Their customer support is outstanding, and their other apps are all fantastic too, especially Spark for email and Calendars 5 on iOS.
Plus they're a Ukrainian dev shop and could probably use a little love right now.

iCloud here is actually run by a different company with different terms and conditions to the main iCloud service....
There is nothing to be done about that. Operating in China is difficult, and has to be done by Chinese nationals. For example, Microsoft Azure is also a third-party managed service in China.
Maybe that (ie. a certain government controlling it) is the real source for the problem rather than iCloud being 'shitty'?!
I'm using free iCloud and have never lost any books I've purchased or downloaded...
...they are all available with a small cloud symbol in case I want to re-download them to my device.
If some books are not approved or available in the region where one is located at the moment that's another issue...
