That’s nuts
I reckon this probably has more to do with YTs automated copyright histogram detection stuff not being able to distinguish between a remastered version (which can be copyrighted) and a source that was not. Same way that you can be dinged for using a sample from a sound library that someone else has on their copyrighted track or for stock video footage. happens all the time. I doubt this Murnau institute did it specifically and it is just dumb robot shit happening.
Just a thought, but @Gavinski what country is your YouTube account associated with? Maybe that determines the jurisdiction for which public domain status is determined, and in your case it is not public domain yet.
