    I tried and tapped the tapemachine app from kai aras.

    The money was taken of my paypal account.
    So now I paid twice for the same app.

    Something that was said to be impossible

    Phone Apple Support as previously suggested. They are very good at helping and dealing with issues.

    Have you tried logging out from your Apple ID and back in? Tap on your Name at the top of Settings. Sometimes you may seem to be logged in, but you're not fully connected.

    Look in your purchase history. If you purchased them, the purchases will be listed. If you got charged twice, Apple will refund the money if you were charged twice.

    Re your apps being offloaded to the cloud. When you upgraded your OS you may have been presented with a message that some apps might be offloaded during the process to make room for the upgrade. It is easy to miss. OS updates sometimes need a lot of space during the process that gets freed back up when the update is done.
