Apps I like for this kind of thing include Union and Fragment by Pixite, Glitch and Glitchė. But I love the glitch art aesthetic.

I have several dozen photo apps. My favorite by far is iColorama. http://apple.co/24FWtZ4 Currently it's $2.99 but lately it has alternated every few weeks between $2.99 and 99 cents. If you track it on something like AppShopper it even goes free for a day sometimes.
The best way to get great cover art is to start with a great photo. http://librestock.com/ allows you to search 43 free photo sites. Currently they have 46,124 high quality creative commons photos that the photographers have given permission for users to do anything they want with them without credit. The only thing I would say is that these are very high quality pictures, so the files can be big.

If you use text on your photos, one of the very best apps is Wordswag. But even if you don't, it allows you to search through hundreds of thousands of free CC photos from Pixabay within the app and instantly load them into the app with a finger tap.
Pixabay actually has more images than Librestock because Librestock hasn't cataloged all of it yet. Librestock is more of a greatest hits of free online photo sites.
these days I just do a google image search for the name of the record and select the image I like best-
I've been a videogame junior artist (environments and textures) for years. Now I'm tired of complex graphics, so I go the easy way: make closeup details photos with my iPhone (6s has a really wonderful camera) and use them maybe after some elaboration in PSP. I works for me.
@setAI When you use Google search you are probably using other people's work without permission. Which is your choice. But you can also use websites where photographers have kindly offered their work for your use free of charge. You don't have to credit them or anything. It's kind of nice for them to do that, so why not try something like Librestock first?

Until July 28, if you install the "Apple Store" app, you can get Procreate / Procreate Pocket for free. Amazing drawing apps.
Since I already owned the iPad version, I get the Pocket one for iPhone. I'm not sure if you can get both of them for free from the same Apple account, so be careful with your choice. If I didn't explain properly, I'll post some pictures:

I like Phonto. A little more input (change font size via a menu rather than by touch), but areas of better control also. What I REALLY like about it is that as opposed to many of these type (HA!) of apps you can work in landscape when you want to. Major plus sometimes....
I like OVER for one-all-around app. But, as musical apps, I have too many that do almost the same (Typic, TitleFX, Fontmania, TextMask, Textograph Pro+, etc.
Agree OVER has some nice variations....

For typing text on photos, I use AnyFont to install custom fonts globally on my device, then InkPad/Vectornator or other vector art app. I can draw nicely looking wriing with Notability and "Open in ..". the PDFs to FileConverter or Graphic to convert to SVG.
(I highly recommend the paid version of FileConverter for converting loads of file formats)
Also, for drawing on photos on iPad, Sketchbook Ink is fabulous.

Interesting. There have been (are) many photo to illustration apps, but to my mind these guys have finally nailed it:
App is called PRISMA. You have to search for it as 'iphone' not 'ipad'.
