IAP purchases in iPad version apply to iPhone, right? SOLVED

Not always. You need to check on the details for your apps first.

@Littlewoodg in the case of Cubasis you are correct. You should only need to pay once as long as you have the same version of Cubasis on both devices
@Littlewoodg, always look for this on the App Store description, which shows compatibility.
@Littlewoodg - are you sure you were actually charged twice? That shouldn't happen, though sometimes it looks like it will. The goofy App Store takes you all the way through the process, and then only at the very, very end, after you've "paid", recognizes that you already own the IAP and gives it to you without charge.

You're absolutely certain you're signed in with the same Apple ID on both devices?
Also, Cubasis and Cubasis LE are completely separate apps. You can update Cubasis LE to the exact same functionality as Cubasis, but it's still Cubasis LE.
If you installed and upgraded Cubasis LE on one device, but then installed Cubasis on another device, I can see how you might run into a situation like you describe. You'd need to install Cubasis LE on the second device, then restore the IAPs.
Yeah, I just went through some craziness trying to install the Pro options IAP in Bleass Groovebox on my old iPhone 6.
Restore purchases button did not work (and hasn’t for a long time for Bleass IAPs on this iPhone)..
Tried to repurchase the IAP.. got to the point where it looks like it charged me again (got the check mark and the ding sound) and that was it.. no notification about already owning the IAP and would I like to redownload it.. and still no Pro options available.. 😡
Deleted + reinstalled Groovebox a couple times.. on the last time I decided to accept notifications from the app (which I never do).. tried everything again (restore purchases button still DID NOT WORK) and what do you know? Finally got the popup to redownload my previously purchased IAP.. Groovebox spit out the popup “You’re all set” and everything was cool..
So, if by chance you run into a similar situation, enabling notifications from the app when first installing it (you can turn off later) might save you from a few headaches..
Cubasis full on, on both devices. And neither kne an upgrade from LE
Not the same OS on both but that only kept me from buying Iconica on the iOS lagging iPad.
The iPad is the one with all the plugs, so i very much doubt its the OS
Same account. One’s face ID signon, ones touch, but really that cant be it either
I tried the purchase now then waited for the “you have already purchased this” pop up…nope
At this point, I think I'd contact Steinberg support directly, @Littlewoodg. They can't arrange an App Store refund (Apple has to do that), but maybe they can sort out the issue so you can finally get your IAPs.

Could it be that the blockage is due to the fact I bought some of this stuff during sale days.

No. Are you sure that you bought them all in Cubasis 3 and none were purchased via version 3?
Purchased a long time ago.
2015, 2016. Likely still Cubasis 2. Maybe that is the problem but that would suck. Same plugs…

This worked exactly as you described.
There is even a prompt when one opens Cubasis 2. Which was embarrassing because I did use that function when I installed 3
In my defense installing 3 on iPhone was 10,000 years after I bought the IAPs on 2 then bought into 3. Lars couldn’t help because I didn’t share the time line with him or any of the helpful forum comrades above.

You can install Cubasis on your iPhone/iPad devices which are logged onto the same App Store account, used for your initial purchase. Same goes for the IAPs purchased with the same app version, which can be installed via the "Restore Purchase" option in the Cubasis in-app shop.
If you transferred your IAPs from Cubasis 2 to Cubasis 3, please give the additional steps below a check:
Normally, Cubasis in-app purchases should automatically be synced between your iPhone and iPad devices. If you encounter issues, please have a look at the following steps:
Under “iTunes & App Store” you log in for purchases
At the top of the list you log in with your Apple ID for iCloud sync
Make sure that you are logged in at both places with the same Apple ID on both iPad and iPhone. Also make sure that in (2), “iCloud” is enabled.
Only Apple is able to refund app purchases.

All is well it turns out the mechanism was there in the apps all the time, i merely reinstalled 2 then transferred princesses to 3 as you described
