For AUv3 slicers, Koala is among the best if not the best with respect to time-stretching.
I can't think of an iOS sampler that has pristine timestretching, but for example, the stretching in the app Audiostretch is better. I think any app with Zynaptiq timestretching will also be better, like some of the Audiomodern apps. But I can't think of an iOS sampler like sEGments but with very good quality timestretching offhand, it's not great in Koala either, imo. At least it wasn't a few years ago when I was comparing the quality of a few different apps with timestretching features, been a while tho and it's not something I often use myself, so maybe someone else knows.
When we did a blind shootout a few years ago, Koala was judged as equal to Ableton Live and apps with Zynaptiq. Koala has a few time-stretching modes; one of which is much better than the others. Beatmaker 3 and Blocs Wave and Launchpad (none of which are AUv3) were in the same ball park.
Important to note though that not all Koala stretching modes can be used in keyboard mode.

Sample Crate works great for slide-over view with easy sample preview and drag-and-drop. You can use that app to browse samples that are stored in the regular Files app, in AudioShare, DropBox, etc.
